Among them, 4.4.1.6 in Appendix 22 "Regulations on Supplementary Inspection of Animals and Animal Products" clearly states: dogs, cats, mink and other non-food animals.
Once you find someone eating them, you can directly call the local government reporting hotline (12331 State Food and Drug Administration, you can also call 12345 Citizen Service Hotline) reports that the restaurant sells unquarantined dog meat with unknown cause of death. In order to make the complaint valid, the operator's job number can be recorded and a request for a reply can be made.
