The blood vessels have no tension. When the dog is in a dying state, the skin will lose elasticity due to loss of water and become shriveled. If you pinch the skin on the back of the puppy's neck and the puppy's skin retracts slowly, it indicates that the puppy is in a more serious state of dehydration.
